Rapid advances in science and technology, together with far-reaching economic and social change under global integration, have recast the nature, functions and methods of public administration. The state’s role is shifting: from direct service delivery to enabling development; from centralised control to greater local autonomy; and from unilateral action to interactive governance with the private sector, civil society and international partners in the design and implementation of public policy.

Public managers are central to the effectiveness of national governance. Contemporary public decisions require an integrated command of policy, law, managerial instruments and public-service ethics. State agencies therefore need a cadre of officials with specialist expertise, strategic judgement and the capacity to adapt.

To meet demand for graduates who can lead, govern, build institutions and contribute to national prosperity, the University of Economics Ho Chi Minh City (UEH) established the School of Government (SOG) on 27 February 2014. The School prepares professionals for a public sector that steers and coordinates development, and that can design policy, govern organisations and respond to a rapidly changing socio-economic environment.

SOG develops along three pillars:

Education of high-quality public administration and public policy professionals.
Research and policy advisory work for state agencies and civic organisations.
International cooperation that disseminates contemporary governance knowledge and fosters distinguished leadership.

Through these pillars, the School contributes to a prosperous and sustainable Vietnam grounded in good governance and public integrity.

Role in the CELG ecosystem

With degree programmes from undergraduate to doctoral level in public administration and public policy, the School of Government is CELG’s academic pillar in public administration, public governance and policy design.

In the CELG and UEH academic ecosystem, the School:

Educates high-quality professionals for the public sector, and develops governance and leadership capacity for the private sector and non-profit organisations through undergraduate and graduate programmes;
Contributes to interdisciplinary programmes, particularly in economics, law, politics, public accounting and local governance, strengthening integrative thinking and the capacity to address complex public problems;
Advances research and policy advice, supplying evidence and practical solutions for policy design, implementation and evaluation at every level;
Builds scholarly and international networks that strengthen research capacity, renew curricula and raise UEH’s academic standing in governance and public policy.
