The mission of the Faculty of state management is:

  • To develop and launch new training and research programs in the public sector to promote sustainable socio – economic and environmental development in Vietnam.
  • To change attitudes and behaviors of civil servants towards serving and integrity.

Rapid and continuous changes in science – technology, technology, and socio-economic situation in the context of global economic integration have changed the nature, function and management mode of the state. . In its new face, the state gradually reduces its role of providing services and enhances its supporting and promoting role; The state interacts more and more with domestic and foreign organizations in the process of issuing policies; the state assigns and decentralizes more and more units to central and local levels; Decisions in state management agencies must be linked to the goal of sustainable growth and ultimate efficiency. In the face of these changes, public sector managers need to be able to perform their duties to the best of their ability, ensuring that their decisions are directed towards the four criteria of organic engagement. Therefore, the requirement for all state management agencies is to constantly improve the capacity of civil servants to meet the emerging challenges in a dynamic, integrated and economic environment. To meet this demand, with a long history of prestige and competence in scientific research, undergraduate and postgraduate training, the University of Economics Ho Chi Minh City has established a State Administration Department ( School of Government) on February 27, 2014 for the mission of training and scientific research for the public sector. Although newly established, the Department of State Administration is a faculty capable of organizing and implementing training programs in the public sector on the basis of inheriting the knowledge base and experience in organizing training programs on Public policy and public management for over 20 years from the cooperation program of training and academic exchange between HCMC University of Economics. The Faculty’s training programs include three levels of training: undergraduate, masters, and doctoral. University level has two training programs: Management of Diploma 1 and Management of Diploma 2 (applied to the system of learning and doing). The postgraduate level has four programs including: Public Management, Executive Master of Public Administration, Public Policy, and Urban Management. The Graduate School of Public Management has been enrolled since 2014, the Executive Master’s programs in Public Management, Public Policy, and Urban Management will begin to enroll in 2017. Doctor of Public Administration; This program will also begin enrollment in 2017.

The training programs of the Department of State Management are built on the basis of reference to many advanced and modern public management programs and public policies of famous universities in the world such as the State Administration School. Kennedy – Harvard University, School of Public Policy – University of Maryland, School of Public Policy and International Affairs – Columbia University, School of Justice and Justice, Lee Kuan Yew – National University of Singapore, etc. adjusted to suit the socio-economic development conditions of Vietnam.

The objective of these programs is to strengthen the management and leadership capacity of cadres and civil servants working in state-owned organizations (especially at the local government level), non-governmental organizations. government and non-profit organizations, as well as contribute to the development of scientific research capacity in the public sector (for doctoral programs). The focus of the programs is to equip students with the ability to think and analyze problems in public policy, public management, and urban management, from which learners can apply knowledge and methods. , and its management skills to effectively implement the organization’s strategic goals.

The subjects of admission of the Department of State Management are officials working in the public sector. The entrance exam is applied according to the procedure organized by the Graduate Institute, Ho Chi Minh City University of Economics. Ho Chi Minh. So far, the Faculty has opened four graduate classes in Public Management, of which two courses have graduated on time with a graduation rate of over 95%.
